Internet Relay Chat (IRC) is a form of instant communication over the Internet. Unlike other instant messaging programs IRC is mainly designed for group communication in discussion forums called channels. It still allows one-to-one communication. IRC channels are usually groups of people united by a particular interest. IRC chat was used by Russian people to report on the desintegration of the USSR from behind the iron curtain and by Kuwaitis during the Iraqi invasion in 1990.
